South Carolina Enrollment Broker Project

The Southern Institute on Children and Families is partnering with MAXIMUS, a private sector firm that focuses on government program management and operations, consulting and systems to implement the South Carolina Enrollment Broker Project. The multi-year project, which began April 1, 2007, provides managed care enrollment services to South Carolina Medicaid beneficiaries.

The Southern Institute provides specialized consultation and technical assistance on:

  • developing a network of community-based organizations across the state that will assist Medicaid beneficiaries in enrolling in the most appropriate health plan available to them; and

  • assisting MAXIMUS and the community-based organizations in identifying barriers to individuals and families self-selecting their health plan in order to reduce the number that are auto-enrolled.

The consultation and technical assistance is being delivered through a three-phase approach: community partner network development; community partner outreach barrier identification; and outreach strategy development to reach beneficiaries most resistant to self-selection of a managed care plan.
