The Medi-Cal Eligibility Process Improvement Collaborative (MEPIC) is a
15-month project (December 2006 – February 2008), during which 13 California
counties will work to improve access to and retention of public health coverage
for eligible families by improving the efficiency, effectiveness and accuracy
of Medi-Cal and SCHIP eligibility enrollment processes. The Medi-Cal
Collaborative is supported by a grant from the California
HealthCare Foundation, based in Oakland, California, and is directed by
the Process Improvement
Center at the Southern
Institute on Children and Families.
Counties participating in MEPIC are Fresno, Humboldt, Lake, Lassen, Los
Angeles, Napa, Nevada, Sacramento, San Diego, Santa Clara, Solano,
Tulare and Yuba. MEPIC participants will:

Develop goals to improve eligibility processes

Learn about process improvement methodologies, including the Model
for Improvement

Use the Plan-Do-Study-Act (PDSA) model of testing strategies on a
small scale, collect data and use outcome measurement to assess progress toward
team goals to learn what works (and what doesn’t) during two Action Periods
that occur between the three Learning Sessions

Share promising practices with other counties and stakeholders and
encourage statewide implementation of successfully demonstrated improvements
